Affordability & Access Programs 2025
EGCO Group’s primary customers are the Electricity Generating Authority of Thailand (EGAT) and industrial users, with no direct engagement with residential customers. As a result, EGCO Group’s customer-focused services are mainly designed for industrial clients, including billing services, financial support measures, flexible payment arrangements, and digital tools.
At the same time, EGCO Group contributes to community development through strategic investments in infrastructure across rural provinces, supporting electricity distribution to local communities via national grid. EGCO Group also engages with communities through corporate social responsibility (CSR) initiatives that raise awareness of and encourage the adoption of clean energy solutions.
Investment in Clean Energy and Water Infrastructure to Support Access for Local Communities
As a power generation company that primarily supplies electricity to national utilities and industrial customers, EGCO Group also plays a role in promoting access to clean energy and clean water in underserved communities through infrastructure investments, implemented by affiliated power plants in collaboration with local communities, as follows:
1. Clean energy initiative in educational institutions:
Solarco Power Plant supports the installation and maintenance of solar rooftop systems for schools in communities surrounding the power plant. This initiative helps reduce electricity expenses while creating practical learning opportunities on renewable energy applications and efficient energy use.
2. Clean energy initiative in community:
Nam Theun 1 Power Company (NT1PC) invested approximately LAK 4 billion, or around 6 million baht, to install solar-powered streetlights along Route 1D, covering the Viengthong district centre and Sobna village in Bolikhamxay Province. The project promotes community-level access to renewable energy and improves the safety of daily mobility for local communities.
3. Clean water resource restoration initiative in Sub Yai district:
Chaiyaphum Wind Farm (CWF) implemented community water infrastructure projects through the construction of check dams and small-scale water retention systems to address drought risks and enhance water availability for domestic use and agriculture. The assessment indicated that the project generated a Social Return on Investment (SROI) of 2.29 and benefited 320 stakeholders.
4. Watershed conservation initiative:
Nam Theun 1 Power Company (NT1PC) implemented a watershed management program in Bolikhamxay province, covering forest resource conservation, land management, and community engagement. These efforts help strengthen ecosystem integrity, improve long-term water availability, and support sustainable livelihoods for communities in the area.
These projects reflect EGCO Group’s approach to promoting reliable access to renewable energy and water resources to support inclusive development and responsible management across all operations.
Benefits of the Project
- Enhance access to clean energy and water resources in communities with limited access to basic utilities.
- Strengthen community safety through improved lighting and increase resilience to climate change.
- Generate measurable social value and support sustainable livelihood development.
Implementation Approach
- Invest in renewable energy and water infrastructure based on local needs assessments.
- Collaborate with government agencies, communities, and stakeholders.
- Monitor project performance and conduct maintenance and capacity-building activities.

Energy-Water Nexus Initiatives
EGCO Group has implemented initiatives addressing the interconnection between water and energy use by integrating resource efficiency measures at the power plant level to support the efficient resources use, as outlined below.
1. Water Resource Management Initiatives
- BLCP Power Plant (BLCP) has installed a drainage system at its coal yard to collect rainwater and direct it to the wastewater treatment system, preventing contamination. The treated water is then stored and reused as a substitute for raw water in various power plant activities.
- EGCO Cogeneration (EGCO Cogen) recycled 90,277 m³ of treated effluent from its holding pond for landscape maintenance and irrigation.
2. Energy Efficiency Initiatives
- At Paju ES, a Motor Inverter was installed on the Boiler Feed Water Pump (BFP) to regulate pump speed in accordance with operating load conditions, thereby reducing the plant auxiliary load.
- Khanom Power Plant (KEGCO) installed insulation jackets on bellow seal to minimize heat loss within the steam system.
These initiatives enhance resource efficiency, reduce environmental risks, and support sustainable operations in areas sensitive to resource constraints, while also helping to mitigate potential impacts on surrounding communities.
Benefits of the Project
- Reduce raw water and energy consumption through plant-level efficiency initiatives.
- Strengthen stakeholders’ confidence through responsible management of shared resources.
Implementation Approach
- Substitute raw water used with recycled water.
- Deploy technologies and innovations to improve energy efficiency in plant operations.
- Enhance plant-level resource management practices in line with environmental standards.

Supporting Energy Affordability Through Discounts and Payment Flexibility
EGCO Group prioritizes helping customers access affordable energy and promotes efficient energy consumption through providing financial support measures aimed at easing electricity cost burdens for eligible customers.
To promote access to affordable energy and efficient energy consumption, EGCO Group and its affiliated power plants, including EGCO Cogeneration Power Plant (EGCO Cogen), Banpong Utilities Power Plant (BPU), and Klongluang Utilities Power Plant (KLU) have implemented Load Factor–based electricity discount program:
- Standard Discount: Customers within the expected Load Factor range receive a 2%–2.5% reduction on electricity consumption.
- Enhanced Discount: Customers exceeding the Load Factor threshold of around 70%–80% range receive additional savings.
Alongside this, EGCO Group offers digital tools to help customers manage their expenses, including systems that enable real-time monitoring of electricity and steam generation data (MW, MWh, T/h, GJ/h), including other key production process indicators, through online dashboards that allow customers to track power generation efficiency and utilize actual data for accurate energy planning.
In this regard, EGCO Group is developing flexible payment models as alternative options for customers, particularly those with financial constraints, to enhance their ability to manage
Benefits of the Project
- Reduce electricity expenses for eligible customers.
- Encourage efficient demand and consumption patterns.
- Strengthen affordability through tariff incentives.
Implementation Approach
- Define Load Factor thresholds and discount tiers.
- Track consumption performance to determine eligibility.
- Inform customers on participation conditions.
